Ive come across this issue after a forced shutdown on an exchange server running within a vmware environment after a snapshot backup locked up our exchange server
Depends how long server has been offline so first try a gpupdate /force
Then restart services or reboot server
Also might be worth stopping services off any third party exchange plugins like av, disclaimer softwares
